ACENSI Belgium is looking for a Procurement File Manager.

 

Function description :

 

  • As a procurement file manager, you manage various contracts during the tendering process and during the execution phase of public contracts.
  • These are primarily contracts for works and always in special sectors.
  • You prepare all administrative documents related to the tendering procedure, in accordance with public procurement legislation in Belgium (special sectors).
  • You verify the administrative parts of the specifications, gather and integrate the technical parts, and ensure the coherence of the file.
  • You publish tender documents via e-Procurement.
  • You participate in negotiations with the engineers.
  • You are responsible for the administrative analysis of requests and quotations, drafting, and obtaining approval of the administrative file, in accordance with the delegated authorities.
  • You provide advice in all phases of the tendering process.
  • During the execution phase of the public contract, you prepare the payment documents, monitor the budget of your contract in SAP Ariba, check the minutes, and ensure the necessary approvals of the documents in accordance with the delegated authorities.
  • You strictly follow the procedures (internal or client), use templates, keep track of your files' schedules, and inform your internal client(s) in case of delays or issues preventing the schedule from being met.

 

Required experience / knowledge:

 

  • Good theoretical and practical knowledge of Belgian public procurement legislation.
  • At least one year of experience as a file manager in the public procurement procedure in the special or classic sectors (Belgian legislation).
  • Good knowledge of standard IT applications (MS Office - Word, Excel, Outlook), Windows, SharePoint.

 

Your profile : 

 

  • You have a very good command of Dutch (native language), both spoken and written, and a good knowledge of French (reading and understanding).
  • Experience with SAP Ariba
  • Experience with performing government contracts.
